Germany on Friday added Portugal and Russia to its list of “changing” countries, banning virtually all arrivals from those two countries. From Tuesday, only German citizens or permanent residents of Germany are allowed to enter the territory from these two countries, as rail, air, land or sea carriers are prohibited from carrying other types of passengers.
