The dialogue between the financial parties, once initiated, should continue for a month. Presented as a 100% national alternative to the officially broken 2015 peace agreement negotiated in Algeria with international mediation, this dialogue includes all communities, all regions and all sectors in Mali – institutions, state representatives, army and government. Traditional leaders, religious or socio-professional organizations, and refugees – but without involving the main actors of the conflict, namely the Permanent Strategic Framework rebels, signatories of the 2015 agreement.
The program offers four levels of consultation, each with three days of work: the municipal level – from 50 to 100 participants – the regional level – from 100 to 200 participants, up to 600 to 800 for the Bamako region alone – embassies and consulates – 50 to 100 participants – and finally at the regional level.
