The cost of last year’s Tokyo Olympic and Paralympic Games was 1.7 trillion yen ($12.9 billion), according to a report released by the Japan Audit Commission on Wednesday, or about 20% more than the amount calculated by the organizing committee earlier this year.

A review by the central government of costs illustrates the discrepancy, with Japan’s Audit Board adding about 280 billion yen in spending related to the games not included in the organizing committee’s final report in June.

In the context of ambiguity about what counts as expenses related to the Olympic Games, the committee, which made its own assessment, stressed the need for a country to provide the necessary information to clarify its total expenditures when organizing large-scale international events.

The Games Organizing Committee said in June that the total cost of hosting the Tokyo Olympics and Paralympics last year amounted to 1.42 trillion yen.

Of that total, she added, regulators will cover 640 billion yen, with the metropolitan government paying 597 billion yen and the central government 187 billion yen.

According to the board, the final report reflected an agreement reached between the three parties in 2017 to include the construction of new permanent facilities and operating expenses in the total cost of the Games, while excluding administrative expenses such as anti-doping measures.

However, after examining the central government’s share of the costs, the board concluded that a total of 280 billion yen was spent on athletes’ training facilities, anti-doping measures and subsidies to local governments for site renovations. .

After subtracting the duplicate subsidy, a total of 275 billion yen was added to the final report amount. This figure includes more than 33 billion yen in additional expenditures for the renovation of the National Stadium.

Separately, the commission also calculated that the government spent 1.3 trillion yen on 329 projects that contributed to the Games, such as immigration checks and improving the accuracy of weather forecasts.

If this figure is added to the 685 billion yen of gaming-related spending published by the Tokyo metropolitan government, the total would rise to more than 3.6 trillion yen.

The committee’s report also asked the Ministry of Sports to coordinate the return of 38 billion yen that the metropolitan government took from the national treasury as a reserve fund for the Games.
